About how many watts would this be using?:

"500 Watt Ultra PSU... no idea on efficiency"
Pentium D 820 (2.8GHz, 90nm, S775, 2MB L2)
4x512MB DDR2 667
Radeon x800 Pro
2x74GB 8MB Raptors

Compared to:

Antec 80% PSU
Athlon X2 4050E (2.1GHz, 65nm, 2x512k L2, 45w) with Cool'n'Quite enabled
2x1GB DDR2 800
Onboard 780G graphics
WD Greenpower 500GB

Also, from a processor stand point... which one is more powerful?
 
Just a ballpark estimate on power usage:

The Pentium D system should draw somewhere around 175W under full load (240W at the wall assuming 72% efficiency on the Ultra PSU)

The Athlon X2 system will draw under 100W under full load (<120W at the wall assuming 80% efficiency on the Antec PSU)

Lastly, and unquestionably, the Athlon X2 is the faster CPU and uses 40% of the power of the Pentium D.
 
Sounds about right. A bit off topic, but I would put the x800 in the Athlon X2 system.
