No matter what I change my option to (I want it at the most...40 per page), the forums are always showing 20 topics per page.

Does the 40 per page only apply once you are in the actual thread, and it will display 40 replys per page?

Is there any way to make the forums show more than 20 topics per page?
 
That option affects only the number of posts displayed on each page of a thread. It doesn't pertain to the number of topics displayed per page in each subforum.

Subforums -> topics (or threads)
Threads -> posts
