My friends problem:

"Well, basically, when I turn it on, all the fans (the PSU, Vid card, case, and CPU fans) all turn on, but nothing else happens. The comp doesn't 'beep' or anything.

What's erratic and weird, though, is this:

I took out everything but the CPU and PSU, and turned it on. It beeped when it turned on. So I put in the RAM, and again, it beeped. Then I put in the HDD, and it didn't beep. So I took the HDD out again, and it didn't beep. And I took the RAM out once more, and again, it didn't beep.

I'll try tightening the screws and see if that helps anything."

the screws he means is the ones fastening the mobo to the case/tray using the standoffs.
 
Need system specs.

Last thing that was changed when he started having this problem?

Make sure he knows that when answering the above, "little unrelated facts" do matter in the retelling.

CPU is seated correctly, this computer is new.
vid card has been tried in other machines, and it works.
mobo is fastened w/standoffs.
 
check your mobo it may be shorting out on the mobo tray. another good idea would be to try to test each of the components with another computer
 
Hes checking out the mobo now, but if its not that, what could it be? :(
