Poor P4S800D-E peformance?

Here is my setup.
Antec SLK3700AMB case (added blow hole in the side pannel and on the top of the case)
CPU: P4 2.4C cooled by Swiftec MCX478-V with 80MM(80cfm) fan.
Chipset: SIS655TX cooled by Swiftec MCX159-R
Memory: Corsair TWINX1024-3700PT 3-4-4-8

I can't get highter then 242FSB with memory in sync!
The memory scores are HORRIBLE!!
With FSB at 241, the memory scores can't get higher then 4998
And the thing that kills me is that SiSoft sandra says that the efficency is only like 60% Do all SIS chipset mobos have shitty memory performance? Or is it the mem timing thats killing me?
I also tried OCZ PC4400 3-4-4-8 and the highest FSB I could reach stable was 245 and score in SiSoft was 5442 with 67% efficiency. While my freind scored 6200+ on his Abit IC7-MAX3 board. :mad: I thought that with proper cooling that I have, I should easilly hit 250fsb and highter. Anyone else having this kind of trouble OC'ing the P4S800D-E mobo with 2.4c cpu?
