Poor graphics performance on battery (E1705)

Does anyone know of a way to adjust the amount of performance the laptop will allow my X1400 to have while running on battery? It evidently cuts the clock speeds and you pretty much cannot play a video game without being plugged up, I see no readily available options to change this.
 
Notebook Hardware Control, it allows you to manually adjust CPU speed. Make sure to download the Dell version :

You could also try ATI Tool to adjust the clock speeds of the x1400, but I am not sure it will work.
 
I don't think its the cpu thats causing it, I have set the performance profile to max performance and my cpu runs up to 1.6ghz on both cores when needed, but i'll try it out when I get home tonight anyway.
