I bought a FX5500 and when I installed it, the card turned out to be 5700VE so they probably just messed up on the packaging but I was wondering if I should return it and replace it with a 5500

Probably not, I looked at some benchmarks and the cards perform almost Identicle, but Im not an expert at those cards eather.
