you can create semi realistic water but i want a realistic one

Well, in my opinion, you can't really create things from scratch in After Effects. Hence the name, you see. You will most likely need to look at some other application.

haven't used it, but I think it's one of those environment creating programs. I use Maya Unlimited, it has an ocean generator, but it's not like Terragen or Vue

Ocean + Video Camera. You won't beat the realisticness. But to get relaistic looking water it is not an easy job.
