Please view my CPU-Z and help w/ memory settings

Motherboard: Gigabyte GA-990FXA-UD3 Rev 1.1
Memory: 16GB (4x4) Corsair Vengeance DDR3 1600

Please confirm my memory settings are correct and/or make suggestions for changes.

if you look at the SPD tab you can see what timings your ram should be running at various speeds.

Pretty much this.

Although, it does seem correct for your memory unless it has tighter than average timings.

I added my SPD tab to the original post.

Should I raise my tRC from 34 to 41 and raise command rate from 1T to 2T?

Why does 3DMark Vantage report my memoy as:
