I installed the windows 10 creative update and now I get this

 
Looks like it is infected with the MyliTTleMolEstER virus.
Start with a format like stated already.

When I first saw the thumbnail of the video, I thought you had a pony background forced by the upgrade lol (sorry, had me there that's all...)
I would second formatting... although painful... almost every major OS patches end up a re-format sooner than later for me.

Hopefully you were using partitions (multiple drives) with somewhat backups...

You can also try DDU as previously recommended but first I would check if it happens in safe mode (should not..)
Also, can you check if your display driver is using proper resolution / refresh rate for your monitor (also might be worth a try to reset the PPI scaling just in case)

Another idea would be trying another output of the video card... (different type of you have any, ie display port vs HDMI)

I guess ive been lucky since I literally had the same install that started with a windows 7 pro install years ago. I upgraded that to 8, to 8,1 then joined the w10 insider program the day it became available. I ran that install until a couple weeks ago when my mobo died and couldn't use the raided SSDs on my backup tower.

Az, have you tried ddu yet? if you cant get to the advanced start options(for safe mode with network) just reset the system a couple times during start up and it will open automatically.
