Anyway to fix this error or install IE 10 (or lower) on Win 8.1?

Chrome user here but my work - DirecTV - insists on using Internet Explorer - for everything! I have to use a program called Siebel that requires active X. I have tried every browser out there and have only gotten it to run with IE. The company provides us with POS go-books so I am using my own Samsung Ultrabook which was running Win8. IE10 run Siebel fine but when I updated to 8.1 along came IE 11 and I have tried pretty much everything to get it to run but get an error :

"Your version of the Siebel High Interactivity Framework for IE required for use of this Siebel application may not be current. I order to download a current version of the Siebel High Interactivity Framework, please ensure that your browser security setting are correct and then log into the application again. Consult your system administrator for details about the Siebel High Interactivity Framework and correct browser settings."

Please help!? In Windows 8 there was a desktop mode and a metro mode which appears to have been taken away and just metro remains. I wish I could run this on Chrome, Firefox, Opera, ect... but alas IE is it... :(

Try re installing direct x completely or updating it.

Substitute "Metro" where they say "the new Windows 8 browsing experience", . I think that means you need to either make your work holler at Siebel to update their software, or you'll have to roll back to Win8 and IE10.

Here's how you adjust ActiveX filtering, which I think may only help with the desktop mode, but I leave it here just in case:
