Photoshop Question: Cell Shading Filter?

I have a question about the latest and greatest photoshop... CS2.

Is there a filter where I can take an entire image and Cell shade it? To almost make it look cartoonish? I need this feature... Just wondering before I drop the money, if CS2 includes this feature?

If not, what software does?

I think what you really want to do is convert it to vector graphics which would be Illustrator not Photoshop CS2. google converting raster graphics to vector.
