Everything above comes from Amazon, which doesn't charge California residents any sales tax, and has free ground shipping. I added the OS, which you said you didn't have, and the PSU, since the one you planned on reusing is garbage. Since you didn't give us any indication as to whether or not you have a video card on hand, I chose a board with an onboard GPU. Consequentially, however, I didn't choose a board with USB 3.0 (or SATA III) support, as I didn't know whether I could fit one in with your budget.

While the Caviar Black 1TB listed above will be fine for your needs, there will be those who recommend either the Samsung F3 1TB HDD or the newer Caviar Black SATA III 1TB drive over it. The former isn't sold directly by Amazon (so you may have to pay CA state taxes on it), and the latter would have cost you $15 more.

1+ tiraides but I will suggest spending the extra $100 for x6 1055t it will greatly help with photoshop and video editing.
 
If Photoshop is the primary role of this machine, it may be more practical, if not a bit cheaper to go with a prebuilt machine.

But if you go that route, don't get it directly from Dell. Check out Dell Outlet or see if you can find a special deal on one through a bargain hunting site like Got Apex or Slick Deals.
 
what kind of photoshop documents do you work on? If you are working with large 16-bit film scans or building files with 100+ layers than more ram will be really helpful.

... And had the budget been around $1000 instead of $600, I would have recommended two 4GB kits, a 30-80GB SSD for an OS drive, the six-core AMD 1055T, and a board with SATA III and USB 3.0 ports. But you make do with what you have.
