I made a mistake and formatted my HDD without backing up my photos. I upgraded my Samsung ultrabook to Windows 8.1 and had to remove it due to IE11 issues so I formatted and done a clean install of Windows 8. I just realized I deleted a lot of photos I thought I had on my desktop computer. What software, if any, is the best at recovering formatted photos?

Might try Recuva. Might be worth a shot I've had good luck with it before. Probably depends on where the photos were located on the drive.
