performance trouble with 1900xt 256

Been a bit disapointed with the performance lately of my x1900xt 256mb.
Everything completly stock on it.

Firstly I noticed that the atitool reported a low speed on the mem and gpu, lower than stock, and when to increase to default it crashes and has to recover.
Secondly I just bought bf2 (to play fh2 on) which is a game that card should handle just fine. I was getting fps's of around 20 at ~1200x1000 and 2xaa with the rest on high (thought that it should handle that setting just fine).
So downloaded and ran 3dmark06 and got a score of 5343 which seems to be about the result given by the GT version of the card.

Am I missing something or should the card not perform better? (I also have artifacts that I can't explain since I've never clocked the card or anything of the sort)

Personally I'm inclined to think the card has randomly quit on me but I'm unsure.
 
Got a reply from sapphires tech support and they are blaming the psu.
(find this hard to believe since the problems have been getting worse all else equal)
It also is rather odd considering that I picked a psu they said from the beginning was enough to run them in sli...

So can a too weak psu cause these problems? I thought a too weak psu had a binary effect, it either worked or didn't.
Have a 550w antec neohe psu.

Anyone have any idea?
