Pentium M stopped throttling

I've got a Pentium M 740 (1.73Ghz Dothan) in an ASUS Z33AE.

Originally throttling worked fine, the CPU would run at 6x (~800Mhz) unless there was a lot of work to do be done, at which point it would jump to 12x (1.73Ghz). If it worked for an extended period the fan would speed up and you could feel the heat coming out the vent.

However something has happened with regard to RightMark and I think I've messed it up. The CPU now remains at 13x all the time (even without RightMark started I can feel the heat and fan going). Two things spring to mind - I went into standby at one point, and I accidently hit Apply (without to the best of my knowledge changing any settings) on the RightMark management screen. Since then I've tried to undo it but have had no success. Is there any way to restore the CPU to it's defaults?
 
Interestingly enough, I've been in the BIOS for some time now (battery calibration) and the CPU is properly throttled down (after 2 hours still far cooler then 10 minutes in Windows, and the fan is barely going. Note that in Windows that I didn't have anything like virus scanning using up CPU time, it was running full tilt for nothing). Since it seems to be something in Windows,oOnce the calibration is done I'll try uninstalling the Intel drivers and reinstalling them to see if that can help.
