Pentium D930 Vcore Screwed???

need some help here guys, i am running the following hardware
Pentium D 930 3.0Ghz Dualcore
MSI 945G Neo2-F Motherboard
2GB Kingston DDRII 667
x1900xt 512mb
Ultra X 500w Modular PSU

my problem is my my vcore is reported as 1.272v-1.35 in cpu-z. it jumps up and down so its hard to get an exact reading but isn' t this cpu supposed to be 1.4v on the vcore? this might explain the complete pain in the ass it has been to overclock this cpu past 3.6ghz and why the temps are reported as 22c idle. heres a snap shot of cpu-z report, any help here would be appreciated.

your PSU probably sucks ass at holding voltages, or your power regulator on your motherboard is a pos. I'd look into getting another power supply. Preferrably an Antec or any respectable power supply companies (fortron source is good too (FSP)). Btw, I've heard of people hitting 4Ghz on stock voltages.

reason for your computer not overclocking that well is probably your motherboard. I haven't heard of any good overclocks on i945 boards. (yes, i have a i945 board, but i regret buying it, lol)

this is a good power supply. strong on all rails and sells for about $120cdn plus won countless awards. i think the problem is the motherboard is undervolting it, does that seem probable? it would account for the low temps.

thats actually normal.
1.4 is only the max norm. it'll never actually go there stock unless you set it manually and double check it with a meter.

anything higher produces too much heat anyway IMO.

what about the temps? those are waay under normal for a evercool HSF. and if you check articles about the d930 from anandtech and others they shoq cpu-z reporting 1.4v.
