Pentium D Heat Issue?

Alright, my friend has a PD system that i put together for him, he is just using a cheap cooler master HSF that came with a mobo/board/combo and he has 2 80mm fans in the front and 2 80mm in the back. I was looking at his temps and i made it so a little alarm will go off when it gets above 60c. Well its been beeping like crazy when he was playing css or something. So i put some AS5 on it, that helped a little but then tonight he was like oh its beeping again.

Anyone have a clue what is going on, when i feel the heatsink it definatly doesnt feel like 60c or much near that, so can i just bet on it being a cheap/bad sensor? I definatly dont want to ruin his PD. Also the AS5 has had time to burn in and was applied with a clean razor blade.
 
Those cpus run hot anyway, after they are 2 p4s in 1 package. i got one too i raised my temp alarm to 70Degrees C and had no issues, in games i regurly hit 65 with no issues..

:) also go to arctic silvers website, there is instructions on applying ot tthermal past to pentium cpus. i did it your way first and well had to change to their way which was much better.
