If a GPU requires an 8 pin and a 6 pin, is it OK to use the cable pictured for the 8 pin sot on the PSU side? I wonder because although it has 8 "pins", there are only 6 "conductors" on the PSU side. It is split into 8 pins on the GPU side. PSU is SeaSonic X850gold . Thank you!

Yes, that is fine. I have an X850 myself, just checked the spare cables and they're all like this. An installed one ran an OC'd 980ti without any issue.
 
It's fine - The extra 2 pins don't really do anything besides provide sense to notify the card that the PSU is capable of delivering the extra juice. You can actually use a normal 6 pin cable if you think your PSU is up to the task on the 12v rail by using a paperclip on the sense pins.
