Whats the best frequency to run a PCI-E x16 Video card on, ive heard that nVidia cards, like my 6600GT can handle an upwards of 120MHZ, but if i had a choice of 100-130 and i was OCing, what would i want to lock it at?

Leave it locked at stock speed if your mobo supports it. A 6800 ultra extreme can't even come close to saturating your pci-e 16 slot. You will get no performance benefit by overclocking you pci-e 16 bus. No need in stressing a component for no performance gain.
