PCI-E Express Issue?

Hey guys I'm not sure if this is an issue or not, but I'm currently running 2x SLI GTX Titans on a RIVE mobo. I have them installed in the 1st PCI 3.0 slot x16 and the 4th x8/x16 PCI 3.0 Slot..

Upon booting and opening GPUz it's showing that the 1st card is running at pci-e 2.0x16 @x8 2.0?

While the other is running at pci-e 2.0x16 @ x16 2.0..

first off why are both running at different speeds x8 and x16 even tho they are both in x16 slots? also from what i know they support 3.0, how come they are running at 2.0 as well?

also is this normal or a problem?

Normal behavior in SLI/Xfire configurations. once you put load both cards will ramp up.. you can use the "?" to the side of PCI-E 2.0 x16@ ****** and tick the square "render in full screen" both cards should ramp to x16 2.0..

Generally GPUs tend to drop the Lines down to x4 and PCI-E gen 1.1 to save power.

about they are able to run at PCI-E 3.0 you are correct, however you are using a X79 Motherboard and unless you are using an Ivy Bridge-E processor you are limited to PCI-E 2.0 as Sandy bridge only support that. there's a couple of tricks to force PCI-E 3.0 in Sandy Bridge-E that you can google off.
 
in the bios it stated that the top card was native x8, and bottom was x16. when i rendered it didn't seem to move the top card to x16, it remained at x8, any ideas?
 
Can you swap the cards and/or test each individually to see if its a videocard issue or motherboard? also aren't you using the card in the grey/black slot right? that PCI-E Slot is x8 electrically..

no im using the 1st slot its a red one that states its x16, and the 4th slot which is red x16/x8.

i was hoping to fix this issue without having to do that since i have in a custom water loop all set up and been going for awhile, i just recently noticed the x8 issue while the bottom one is at x16
