Pc Wont Boot ! Help!

Hey guys,

Helping a friend with his computer. Last night he decided that he wanted to clean the heatsink so he unscrewed and started pulling at it. Little did he know he started pulling ( The heatsink/cpu had Ceramique on it) it pulled the cpu out with it. It had no bent pins/ broken. He brought it over my house and i instaleld it back in with AS5 , We tried to boot it up and nothing on the screen. after several different configerations (first my video card, no luck) we put my psu in there and we got a extremely loud beep(smoke alarm loudness). any suggestiosn or this a dead board

For some reason, there was a wire inside shorting everything out. Thank you guys so much for your help, I know these problems show up so much and it is annoying
