PC won't boot - help?

My roommate for college brought his pc and it won't boot or show anything on the screen. It does not beep when I turn it on (yes, the speaker wires from the case are in the motherboard), but everything is powered on. Everything seems to work - I'm thinking possibly the CPU is the problem? Or maybe there is something else one of you can think of that I'm missing? Help would be appreciated. Thanks.
 
Take it apart and put back together.
It is most likely a bad connection somewhere.
 
eliminate all parts that are non essential for boot up such as optical drives and such. Try just using one stick of RAM or putting your RAM in different slots.
