I am thinking of making a rough testing station for PC as in UK I can only find one that costs around £80/$160 from Highspeed PC.

I ahve easy access to perspex(plexiglass) or MDF (recomposited wood chips). Is it appropriate to use these materials? Will there be a ESD problem, knowing that this station will be on a table on a carpeted floor and parts will be swapped out regularly?

The design will be simple with a few racks and I will just anchor components on thick foam pads as they will not be moved around and just needs to rest on a surface.

Anyone has any thoughts? Or is it better to get a casing and leave the panels out?
 
If you can find a relatively cheap case that has a removable back-plane for the motherboard and HDs you can use those just on a table, or just cut up a really cheap case to accomplish the same thing. I'd recommend having a motherboard tray that includes the card locking screws, to avoid the cable weights pulling the cards out (most motherboards lock in the video card now but other cards are suseptable to partial pull-outs). If you're worried about ESD just a couple ground wires connecting the powersupply, motherboard tray and HD bay would solve that.

Or as you suggested, just get a case that's reasonably open and leave the side panels off.
 
Either of those materials would be fine, although I suggest you rip the motherboard tray out of an older case and use that instead of fabricating your own. ESD shouldn`t be a problem as long as you have some sort of grounding in the case.

When you talk about grounding wires will any wires from a old PSU do? Just simply join the PSU, mothebroard tray and HD case together?
 
Yeah, pretty much. You just need something connecting the metal components to the base.
