Where's the best place to grab a tool to test a power supply?

How bout to start up a computer without a boot button on the motherboard or a case nearby?

you can start a psu with a bit of wire. short the green and black pins together. then you can use a DMM to check out the voltages.

Use a screwdriver or something metallic to jump the two power switch leads of the front panel connector pinset.
