Every time I hit shutdown from Windows, it does what it is supposed to in that it shuts Windows down- the problem is it automatically restarts instead of staying off.

Any ideas what could be the problem?

Reset to default. Also check your power settings in windows. Do you have the latest chipset drivers installed?
