PC case cooling fans speed control

For some reason i can't control case cooling fans in the BIOS or by using software. Is it because all of my fans are 3 pin instead of 4?.
 
need more information. Bios version, Fans used, which fan headers you are using etc. Are they running at full speed? 50%?
 
If you don't have a 4pin fan then the 3 pin will operate like this: You set the base speed then when the system hits target temp (that you set) it will then usually max their speed until temperature drops back below threshold.
