Paypal issue, little help here

Here is the situation: I have my Paypal account verified for Expanded use by my Credit card, and mine is a non-US(India) paypal account. the limit of my credit cad is around $3200 and my paypal withdrawal limit is $2500.
Here is the problem: Paypal is not allowing me to make payments above $199 for some reason, I checked with my credit card company, and they said everything is fine on their side, also I am able to use my CC at other places without any problems. Here is the error that I get

I have emailed paypal about this, but I guess they take their own sweet time to reply.

Though it seems that the $199 limit is renewed every few days, I bought ram from nicepun here on 9th April and sent $150, again yesterday I bought graphics card from aicjofs and sent $130 no problem. So it is indeed something paypal did.
 
Not sure if this will help, but here is a question for ya. Your paypal withdrawal limit with paypal is $2500, but what is your spending limit with paypal?

To view your Sending Limit:
Log in to your PayPal account.
On the Account Overview page, click the View Limits link.
 
There is absolutely no mention of any kind of spending leimit, there is only two things there when I click "view limits"

"Credit or Debit Card Acceptance Limit"

and

"Withdrawal Limit"

there's nothing more.
 
yeah, paypal verified. they charged me $1.95 for it (and credited later), the man pae says "verified".
 
Ekkk...I remember this came up before and if I remember correctly, it has to do with your non-us paypal or credit card acct. Im trying to find that now, I believe a member of this forum or another had the same exact problem.
 
yeah If i google the error, I get many results, it is a prob with non-US accounts, but found no solution.
