Patch panel termination on home network

I wouldn't worry about it. Cat 6 UTP is rated for up to 10Gb. The keyword here being UTP. Unshielded. Considering the type of job this was and the price given, I doubt it would be anything else. In other words, the cables he ran weren't shielded to begin with, so stripping away so much of the jacket, while aesthetically unappealing, isn't actually breaking any rules. You should have no problems with a 1Gb network.

This would be completely wrong for a "proper" 10Gb network though.
