You can disable the Windows Updater service. Control Panel > Administrative Tools > Services.
I seem to have set it to manual and its not running, but im still getting updates, weird.

Set to disabled, maybe that'll do something.

its set to manual by default as its triggered to start by something els only disable will help ,

i not to fond of using windows 10 in a small business environment as the pcs are typically independent with a file server and i can't have PCs been down because of a forced "feature" upgrade that really no one wants and not everyone has super fast internet (like 2mb) or unlimited data on there ISP or never if its a mobile broadband so your fectly been charged indirectly by MS for a feature upgrade that you dont want

i plugged in 2 new windows 10 all in one desktops and first thing it did was kill the internet for the other 10 people on the floor as it was downloading 3.4gb feature + 800mb of updates after 5 minutes with No latency based throttling, why is MS going backwards with downloading not been throttled by default and background MS tasks NOT been run with Background disk I/O priority on HDDs (if its a SSD background should be run as normal priority as SSDs love more work),lucky enough i was able to just plug them into another internet connection that was in the building and walk away for a day for it to do stuff

only good thing on 1709 is that they have added the option to throttle the speed but it's disabled by default (windows update > adv)
