Ok so I've tried all the things at the links below.

The Lexar flip removable bit doesn't do anything.
The Hitachi Microdrive isn't working with a 64bit OS.

BOOTICE does work, and then I'm able to partition it, but because it's still shown as a removable drive, Windows will only see the 1st partition.

Is there a different firmware I can use that will work or some other way to make this work. This should be an effortless task. It's a 16GB SMI USB SuperTalent. I want to use 6GB for a multiboot disk, then the rest for portable apps.

I've never seen it work correctly, at least on Windows...

A linux livecd will allow you to partition a USB device. I have done that many times at work. After partitioning it will be usable under windows. My experience with USB devices mostly is with WDC mybooks and WDC essential disks. Also if you put a desktop drive in a USB hotswap bay it does also show partitions without problems. At least it does on windows 7. It's been at least 5 years since I have run a 32 bit os on my desktop at work so I am not sure how 32 bit xp handles this.

^Thanks. I guess I should be more specific. Regular USB drives are no problem. It's the thumb drives that are identified as removable. I've been able to partition it correctly, but Windows 7 x64 will only see the 1st partition.

So I think what I'm looking for is to edit or put different firmware on there so it shows as a regular drive.
