80mm Panaflo L1A Fan says its a 12V fan and the motherboard fan plugs give 12V, but when you use a plug adapter like this its only getting 5V right? Is it being under powered in this case?

It also says it uses 1.2 W, so do the V's not matter in this case? I just don't want it to spin slower than it already is.

Nope, that connector will supply 12V to the fan.

They use yellow for 12V on power supplies. Most other things just use red for positive and black for negative, which seems to be the case here.

If I'm looking at the molex connector correctly on that picture, that red wire is indeed going into the 12V line.
