Well i just got my uv cold cathodes and i picked up some fluorescent paint last night that i am painting my fans with, now my question is, if i spray some of this paint into a cup and paint the tops of the capacitors ont he motherboard, is it gonna be bad? a heating issue, conductivity, anything like that?

High Voltage Capacitors are routinely covered on top to prevent shocks, and all Aluminum Electrolytics are covered on the sides already, so I would say that you'll be fine. If you're caps are getting hot (read boiling away the electrolyts inside  ), something is up, and you've got bigger problems!

Painting the tops of your capacitors is not going to cause any problems
