Painting a radiator

Will painting a rad degrade its ability to transfer heat? Are there any problems with doing this? If it can be painted, can it be power coated without issue?
 
Just cover all the fins with masking tape before powder coating.

you can't get any paint in the fins.
 
if you want to change the color of the fins, paint it at an angle, so that on the very outside gets paint on it. That wont hurt your heat transfer very much, and the color will be pretty good.
