P8P67 Pro x16 PCIe at x1?

Been troubleshooting my sleep problem, and just fired up GPU-z only to discover my x16 PCIe slot is running at x1 (1.1 mode). Originally it was running at x1 2.0, and I could sleep and wake up with that, but now it is stuck in 1.1 mode and sleep no longer works. Anyone else seeing weird PCIe behavior, particularly with sleep problems?

You'd think if it was a physical slot problem it would at least be in 2.0 mode, not back to 1.1 - and I tried the lower slot and it was woking at x8 2.0 (as it should). Defective board?

Unless someone knows of some hidden power saving option or something somewhere, I'm leaning toward defective board. Lower slot works fine at x8 2.0, but nothing but x1 1.1 from the top slot. Tried a couple of times to reseat it, etc, but no dice.
