P4 Throttling Test Application?

I am looking for some sort of application that can determine if the CPU is throttling or not. I am seeing the temp of the machine fluctuate between 73-79, in a cyclical pattern. System seems to be acting odd. I remember seeing a few weeks ago somewhere, that there was an application out there to check to see if the CPU was indeed throttling. I was wondering if any of you knew what it was and where to get it.
 
yeah, someone reccomended ThrottleWatch to me. Just put it into a search engine to find it. My readings jump around too. Only they can jump by 25 degrees sometimes.
 
Thanks, I appreciate it. Our custom built systems at work are having some serious issues with heat. The mechanical engineers here are apparently morons, and designed the mount for a swinging retractable arm, to cover the vents for the cooling fan. The systems are alarming (up to 90C) and no one will believe me that they are running too hot and that's the cause of the systems running so slow. Anyway, thanks again for the info.

why they want to cover the vents?

It wasn't so much that they purposely designed the system to cover the vent hole, its that the mounting bracket was an after-thought. Then put the vent hole on the back of the system, then they designed the mounting bracket, which just so happens to be a plate that bolts to the device, directly over the vent hole. They put spacers in, thinking that would be sufficient, but it was not. It doesn't help that I cannot convince the hardware people to migrate away from the P4, as I believe the Pentium-M would be a much smarter choice for our application. But, never-the-less, the people with common sense lose out.

Anyone know the temp threshold that will trigger throttling?
 
I was told 70c, but I've never researched it to make sure it's true. The damn intel website is near worthless I think.
 
actually i think can be set in the mobo...

i got throttled on 75C (fan blades got stuck on some wires)

Thanks, I appreciate it. I am doing more research into our problem and checking multiple devices for throttling.
