P4 3.2C Wich sspec should I look for ?

I want to buy a P4 3.2C, wich sspec should I look for if I want good O/C result.

My choice :

I hear some northwood 2.4ghz hit 3.6ghz, while 3.0ghz hit 4ghz. On a 2.4C, 250fsb is a joke.

My 3.4c boots at 3.99ghz on crappy water cooling. I think my problem is voltage droop, so with better water and droop-fix, I don't see why 4.0 wouldn't be stable.
