P4 3.06 Clock Problem on GA-8INXP

I just upgraded to a P4 3.06 Northwood HT from a P4 2.0. When I booted up the clock speed showed just 1.6ghz and HT wasn't being recognized. I had bios F3 so I upgraded to F5 figuring that would fix the problem but it didn't. Nothing looks odd in the bios settings. Windows recognizes the cpu as the 3.06 also.
Anyone ever had a similar problem? For people that have or had this cpu/mobo, what where your bios clock and voltage settings?
