Just replaced mobo / ram / cpu / vcard with

a64 3400+
ati x800xl
enermax 300w powered old xp 1700+ system just fine. will not boot with new setup. have all connectors plugged. when i turn p/s button on, i can hear a quick little blip (sounds like when you turn monitor off). cpu fan maybe turns on for half a second but nothing else. trying to figure if its a p/s issue or mobo.
