Overheating my AMD 64 3200+

Hey guys. I just bought an AMD 64 3200+ retail with a Gigabyte nforce3 motherboard and a gig of pc3200 kingston ram. Immediately after attaching the cpu cooler and getting everything all plugged in and setup, I turned on my computer to find the temperature at 70 degrees celsius. I thought this was pretty high so I thought maybe the thermal tape was bad or something. I bought some thermal compound up at the local computer store the next day and got that all applied. After turning on the system, it was still 67. Someone told me it takes a while for it to sink in so I left it running on the bios for a while, and it ended up only dropping down to around 63 or so. I've tried everything I can think of to lower the temperature on this. I underclocked my videocard as per some people's advice, and also gave less voltage to my cpu. This lowered it a few degrees, but any time I try to run a game, the cpu temperature hops up to 70 degrees celsius. I've just unplugged the computer for now until I can find a solution. Someone told me the stock AMD fans are supposed to be good. I'm wondering is it possible my processor is faulty? When I bought it, it had been returned once. Any ideas what i can do, i'm desperate and I really don't want to fry what i've been saving up for a while to get. Thanks!
 
update the bios for your mobo. quite often the stock bios for a new mobo will report incorrect temps. like when i got my k8n neo and put a zalman heatsink on a 3200+, i first booted and when into the bios and looked at the temp.. 59c! so i just go and hunt down a new bios and flash it. temp's are down to 30c with cool&quiet on, around 38c with it off.
 
Thank you guys so much! I've been dealing with so much while building this new computer. I even went out and bought an aftermarket cooler (which turned out not to even fit, just my luck), but now I can return it now that my temp is only at 36. Dropping from 70 to 36 is a pretty big glitch in the bios. Thanks for all the help, now I can get to work on my new system :)>
