Overheating 9800Pro?

I installed that 9800 Pro in my friend's computer. It black-screened randomly, on Windows start, in games (at launch) etc. We opened the case (it's an HP Pavilion a720n) and put a fan next to it. It run stable now, with the card underclocked to 300 core, 300 mem. What should I buy (keep it CHEAP) to cool this thing down? Underclocking is not an issue, it's great for this person as is.
 
I would buy something cheap like a vga silencer rev.3 I have one and it works really well it will allow you to run at stock speeds easy, the way its clocked now your loosing a lot of the 9800pro's power
 
OK now how do I check this thing's temp? I've only dealt with nVidia cards during my time of non-crappy, self-built PCs... It acts like it's overheating but I don't see a temp readout anywhere...
