Here goes,

Running a Q6600 system purchased off a user here. The guy ran it at 3.15 stable, but for the life of me I cannot get it to even boot up at that.

He said it was there with no mods to the voltage, I have the Memory multiplier set at two, memory frequency is at 700mhz. 350x9 for 3.15Ghz.

965P-DS3 Rev 3.3, 14d BIOS.
 
post specs of your entire setup. including ram.

More info needed would make it easier to solve your dilemma
 
Motherboard: Gigabyte 965P-DS3 Rev 3.3 Newest BIOS (F14d)

Memory: 2 GB GSkill model #F2-6400CL5-1GBNQ DDR2-800

Video Card: 8600GT

Processor: Q6600, GO stepping, VID 1.3125, run at 3.15GHz (350 X 9)

Heat sink: Thermalright xp-120/socket 775 adapter /Antec 120 mm 3 speed fan

Power supply: Antec Neo 480 watt

It always fails during the Memory test before the POST, anyway to disable that?

Edit: I have tried every setting, even the 310 doesnt work, so im not really sure what the problem is!
