Don't use programs to OC CPU unless it is 100% neccesary. Coolbits/Riviatuner for nvidia cards and ATItool for ATI cards.

I havent OC'ed my CPU at all, just the vid card.

Riviatuner sports more extras than coolbits.
 
I use Coolbits and Riva Tuner to OC and fine tune my 6800Ultra. I use Bios to manually OC my CPU and Memory normally. I also use Clockgen and A64tweaker when in windows to do benches.
