Its a 2.66Ghz Northwood processor with a 533mhz FSB. I can get it to run stably @ 2.95Ghz (20.0x147) with my OCZ memory @ 220mhz which is also very stable. The issue is that every time I try to go beyond 2.95Ghz, it wont post. It could take a lot more because at 2.95, it idles at 27C and load is about 44-46C. Also, my motherboard doesn't allow the changing of voltage.
 
It could be you need more voltage to go higher and you dont have that. Also check to make sure your agp(66mhz)/pcie(100mhz) and pci(33mhz) bus are at standard clocks.

Where would those clocks be at?
 
Sounds like you need more voltage. If your motherboard/bios does not support it, you are going to be out of luck.
