EDIT: Alright so my original problem was voltage and such not taking, as it turns out MSI Kombustor doesn't make the card sweat, but running Heaven did. When I ran Heaven the voltage increase showed up as well as the higher clocks.

Every time I get a crash it's a hard lock, like a sound loop lock, and then my PC restarts. Is this always a PSU issue or is this just the GPU crashing? In the past the display driver usually just resets if you OC too far, just want to make sure a hard lock/restart isn't a PSU only problem. I'm using an Antec Earthwatts 650W, which ran my old 580 @ 1.13v for 2 years with no problems.
