overclocking - can i find max FSB first?

Does north/south-bridge core and i/o and FSB Termination depend mostly on the FSB? Can I find the max fsb with certain voltage settings and then play with the multiplier and vcore independently?

or will increasing the multiplier make me have to adjust those other motherboard voltages as well?

also, which is better, everest or hwmonitor?
