Overclock stuck at 4.1Ghz

I have a i5 4570K and I overclocked it to 4.1Ghz. It was a adjustable OC meaning that it would go from 700mhz to 4.1Ghz depending on how much stuff I was doing or how heavy gaming I was doing. Just now, it's stuck at 4.1Ghz and I'm not even doing anything on the computer. Is this bad? Making the CPU run at full speed 24/7? It's using 19.3 watts at the moment according to Core Temp.
 
First, that amount of wattage used its very high even for a normal/browsing usage.. check the task manager to see if any app its using more than usual power, also how much do you let your PC in idle when start up? some machines with large amount of process (specially if do not use SSD) tend to take some tame from the Windows load to a fully idle process.. also check the power management plans in control panel if its in Performance mode, just change the minimum processor state to 1%..
 
Check windows power settings. If it is set to high performance the CPU will not clock down.

This is not entirely correct. You can allow high performance to both clock down and to undervolt by changing the minimum processor state to 1%. I do this with manual voltage settings to hard cap voltage instead of having it ask for crazy amounts of voltage.

Also, it takes a little while once windows boots for it to start down clocking.

in part correct, it will underclock, but it will not undervolt the processor with fixed/manual voltage settings in Bios.

It's possible that there is a setting in UEFI that makes this work. I don't know. I've been doing it like this for a while now. In AVX2 benchmarks my voltage is totally capped (after getting that annoying .02 bonus) but at idle my chip downclocks to 800Mhz and crazy low voltage. This isn't the only 4770K I've done this with. Or the only z87 board I've done this with. I also heard from someone else that it works in win 7 as well.

yes, you are right, after some research, to be able to do that feature it have to be installed the motherboard app and allow the Bios to modify settings via software from OS..which in my case its Asus AI Suite.. no all boards allow that, and only possible if not installed the App.. i'll test new settings in that way.. :)
 
I don't have ai suite installed anymore but it works fine. I used to use it just for fan control, but I don't know any other way to screenshot that you are in manual voltage settings from within windows.

It's the Intel Management Engine Interface driver that allows this, possibly.
