There are many guides out there. 3.8 is already fairly good. You should be able to do 4. I personally wouldn't take it any farther than that.
 
Isn't 3dmark11 score mostly dependent on the GPU score? I don't think any OC on the CPU is going to have that big of an impact on that score unless your CPU is severely bottlenecking your system.
 
Yes but read a guide before jumping in. Always saves a lot of time and headache.
