Overall cooling advice needed

I just built a new rig and am needing to do some upgrades to the cooling so I can get to OCing it. I need some advice on what to do since I have been out of the game for a while. Here's what I have:
Corsair C70
Asus Z97-A
I5-4690k
Gskill ripjaws x series 4x4GB
Asus GTX750TI-OC-2DG5
Crucial MX100 SSD
Seagate 3.5" HDD
Raidmax RX-700AC
and an LG bluray burner

I have removed the lower HDD cage and moved both front fans to the front of the case. The PSU is drawing air from the bottom. Currently using the stock fans and stock Intel CPU cooler. Not planning on OCing the graphics card, just the cpu. Very open to liquid cooling or air. Haven't decided which way to go yet. Total budget is about $250 + shipping for everything. Don't really want to listen to a jet taking off beside my head when I sit at my desk either, so somewhat quiet is good too. Suggestions on what way to go?

Do you prefer air or water cooling? How much overclocking do you have in mind (mild, moderate, extreme)? Most aftermarket coolers range in price from $50-$100. You said the budget is $250. Do you want something more expensive like an all in one Corsair H100? Or something along the lines of a bang for the buck Cooler Master Hyper 212?
 
I am thinking about going water cooled on this build, but not stuck on it by any means. Bang for the buck is good, but performance is more important. Probably going to shoot for the 4.2-4.4 range or so. If I can get more and still be stable and cool great, but if not no big deal. Not against modding the case to fit a 360mm radiator in the top either, but would like to keep it around the 35-36mm thick (before fans) at most to keep it off the motherboard. Been looking at Alphacool's ST30 radiators pretty hard. If I do go with water and do a 360 in the top then a dual bay resivor won't work because I do have the bluray drive in there and the 360 blocks part of the top bay. To be honest though, I would prefer not to have a bay resivor either. Might be able to stretch the budget another 25 or so but that is about it.
 
seriously you are even thinking in a 360mm/35mm radiator for a 4690K?.. man.. just go buy a cooler master glacer 240L or a swiftech H220X and you still will be a winner... the C70 its an amazing case with uber airflow and you are using a 750TI which its a cold card.. why such overkill case and cooling for a 4690K?. as biggles said even a hyper212 will do a perfect job keeping cool that chip and also being quiet..
 
Eh, I've always said overkill is underrated. I have been looking at the h220x as well due to the expandability. I do want to have the ability to account for upgrades to the system which will happen as I get the funds. If I do go with the h220x, what should I do with the case fans?
