Think this goes here..

Anyways, theres a laptop on the company network...it can send emails within the company ie joe@company.com but not anywhere else like hotmail or yahoo etc.

Not sure if its network setting or a outlook setting..

its a problem/setting on the exchange server. we had a rash of people not being able to send outbound emails. not sure what the fix was because im not the exchange admin.
 
A common setup to prevent relaying off an Exchange server is to require authentication to the SMTP server. If you don't have the "server requires authentication" box checked on the client side, you can send within the domain but not outside. Usually you get a message saying "Error 550-Relaying not allowed"
