Outlook conundrum

By default, the Bcc field is not active in Outlook. Googling comes up with Tools|Options|MailFormat Tab. My one problem is that there is no "MailFormat Tab". I'm using Outlook 2002 that is bundled in my copy of Office XP. Any help would be appreciated.
 
This may be a stupid question, but have you tried using Outlook's help? It's been a long time since I've used Office XP, and I know there were changes in Outlook from XP to 2003.
 
Open a new message, and click on the drop-down menu to the right of Options (MS Word editor), or select View then BCC. It should then stay on for all new mail messages. I know that's what it did on Office Outlook 2003/2007.
